On secondment by the Standing Committee of requisition also with the Member of Parliament Mr. Baasankhuu.O (at the Mongolian Parliament) I served as an research intern during the winter of 2015 Dec 21 till 2016 Feb 18. My internship lasted from Dec to Feb and, during this time, I worked under the immediate supervision of Mr. Enkhtuvshin (who is consultant to the MP) and Mr. Baasankhuu. O (MP).
Work
As I began my internship, First week I was given a duty to research on new election law project. Member of the parliament Mr. Baasankhuu was proposing an election law with 156 articles(120 pages) to amend the old election law which was implemented in 2012. Accordingly, I was comparing the proposed election law with the international practice of Kazagastan, Japan, Russian election laws. For the first 2 weeks a made an research paper(48 pages) for the election law and gave to the MP. Furthermore the research I made was regarded as excellent and given to the committee established for amending the election law. The related articles and compared laws were added to the law project.
On the Second week MP gave me duty to research on newly implemented criminal code(Implemented in Dec 2016). The purpose of this research is to compare the newly implemented criminal code with the old criminal code. For this purpose I gone to met with various legal experts including the Mongolian national University of Law(Professors for criminal law), State prosecution agency(General prosecutor), Parliament research center(Researches worked on the new criminal code), Parliament members (Ms. Uyanga, Mr. Enkhbayar, Mr. Lundeejantsan), Legal research institute(Researchers) and State police department(Specialist of research and development). By meeting with the top legal experts I interviewed them about the newly implemented Criminal code, and devised a research paper including practical difficulty for implementing the new criminal code, pros and cons of the code and possible articles to amend. This project of work was done in 2 weeks and given to the MP. The details of the research paper was given to the Parliament legal department as well as Mr. Baasankhuu used the research for giving speech on the new criminal code for various Television and Newspaper review.
As for the 5th and 6th week the Standing committee of requisition gave me a duty to research on the social difficulty and ways to improve their pension. The miners of Erdenet city written an request to the Standing committee regarding with the research topic. And the research was given directly me for the research purpose.
Accordingly, on this research Student from Handong law school Mr. Hadi helped me for the international comparative analysis. He compared the international practice of Russia, Chile, China, Kazakhstan. After I got his comparative analysis I started comparing the legal difference and possible ways to solve the problem by comparing the international practice with related Mongolian laws. After finding the possible solution to solve the problem I wrote a research paper on the problem and gave my paper to the Standing Committee and they officially wrote a solution order attaching my research and sent it to the Erdenet City Mining Company.
